Los Alamos National Laboratory Civil Engineer 3/4 in Los Alamos, New Mexico

What You Will Do

The Engineering Services Division of Los Alamos National Laboratory develops, maintains, and applies a diverse set of engineering capabilities to provide innovative engineering solutions that enable the Laboratory's scientific and national security mission. This position is within the Engineering Services Division Office (ES-DO). PD Groups are responsible for implementing the Conduct of Engineering (COE) program at Los Alamos National Laboratory in support of systems, structure and component modifications and new installations. This position supports nuclear, accelerator or non-nuclear facilities across 38 square miles of the Laboratory and promotes a workplace culture centered on mutual respect and inclusivity, ensuring freedom from discrimination and harassment for all.

Note: This position will be filled at either the Engineer 3 or the Engineer 4 level depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Civil Engineer Level 3 ($112,000 - $186,700):

As a civil design engineer with Engineering Services, you will function as part of a design agency serving one of three Facilities Operations Directorates (FODs). You will work concurrently on multiple design teams shaping LANL's facilities and infrastructure to serve the needs of a growing and changing Laboratory. Your teams will provide engineering consulting services typical of any or all project phases: scoping; design; construction; commissioning; operation. The level 3 role includes the following job opportunities:

  • Provide senior engineering expertise and mentoring to junior engineers.

  • Assess, maintain, and upgrade civil infrastructure at LANL to support national security.

  • Represent Engineering Services Division as a leader in effective and efficient project execution.

  • Be recognized as a subject-matter-expert (SME), helping to ensure third-party designs are code-compliant and meet our customer's needs.

  • Assess condition of existing facilities and infrastructure systems.

  • Develops designs and applies engineering judgement to engineering challenges.

  • Prepares accurate cost estimates to our customers.

  • Work to scope both internally and externally executed design projects.

  • Develops and approves high-level design deliverables including drawings, specifications, test and inspection plans (TIPs), statements of special inspections (SSIs), and calculations.

  • Adhere to LANL's Engineering Standards, Conduct of Engineering, prevailing codes and standards.

  • Review construction submittals, provide RFI responses and generate Document revisions.

  • Contributes to the organizational initiatives for improvements of design and business practices.

Civil Engineer Level 4 ($135,300 - $227,700):

In addition to what was outlined at the level 3 position, at the level 4 position you will have the opportunity to:

  • Make visionary organizational contributions regarding design and business practices.

  • Provides conventional and innovative solutions and recommends improvements to LANL's Engineering Standards.

  • Leads in the development of advanced technical growth of the civil design team.

  • Works under consultative direction of Team Lead toward work planning, staffing projections and hiring.

What You Need

Minimum Job Requirements:

  • Minimum 6 years working experience of engineering principles, codes, and standards (such as ASHTO, NMDOT MUTCD, etc.).

  • Minimum 6 years working experience in the development of engineering drawings, specifications, and test and inspection plans (TIPs).

  • Minimum 6 years working experience in the preparation of drainage and other types of calculations, application of engineering methods, and application of technology aided engineering tools to engineering problems.

  • Demonstrated expert experience in the scoping of complex projects to produce an estimate of engineering costs for both design and construction activities.

  • Expert ability to support timely and collaborative construction execution. This includes timely review of submittals, requests for information (RFIs), design changes, non-conformance issues, validation of commissioning documentation and produce accurate as-built documents.

  • Demonstrated design experience in civil site development and utility installations including site layout, parking lots, roadways, traffic safety, water supply, sanitary sewers, and storm water.

  • Demonstrate ability to support construction execution, including timely review of submittals, requests for information, design changes, aid in non-conformance issues, validation of commissioning documentation and produce accurate as-built documents.

  • Demonstrated expert experience in site grading and drainage using software such as Civil 3D, ArcGIS, HEC-HMS, HEC-RAS.

  • Demonstrated design experience in vehicle turning movement analysis using vehicle tracking or similar software.

  • Demonstrated ability to mentor early career engineers.

  • Demonstrated ability to articulate concepts through various oral and written communication media, using a diverse range of technical and business acumen.

Additional Job Requirements for Civil Engineer 4:

  • Minimum 12 years of experience leading a design team and/or organization.

  • Minimum 12 years of expertise in industry, regulatory, or Department of Energy/National Nuclear Security Administration (DOE/NNSA) complex codes, standards, and criteria pertinent to your engineering discipline.

  • Minimum of 12 years of experience in engineering work planning, budgeting, and design coordination.

Training/Certifications for Civil Engineer 3: Current EIT Certification (any US State).

Training/Certifications for Civil Engineer 4: Current NCEES Professional Engineering License in Civil Engineering (any US State).

Education/Experience for Civil Engineer 3: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and a minimum of 6 years of practical work experience necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired.

Education/Experience for Civil Engineer 4: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and a minimum of 12 years of practical work experience necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired.

Desired Qualifications:

  • For Engineer 3: Current Professional Engineering (PE) License in Civil Engineering.

  • For Engineer 4: National Code Committee participation.

  • Design experience in nuclear, accelerator or industrial facility operations.

  • Master's degree in engineering from an accredited college or university.

  • Professional experience with DOE and LANL Engineering Standards and Conduct of Engineering principles and procedures.

  • Experienced in producing designs utilizing Revit tools and work processes.

  • Knowledge of construction materials, soils, concrete, asphalt and the associated field and laboratory testing and inspection standards.

  • Knowledge of the Energy Independence and Security Act of 2007 (EISA 438)

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
