Description of Work Unit

CEMML is a research, education, and service unit within the Warner College of Natural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and other CSU departments to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

Up to TWO Installation Planner positions are available with Colorado State University’s ( CSU ) Center for Environmental Management of Military Lands ( CEMML ) at Joint Base Andrews, Maryland. The Installation Planners will provide installation and headquarters-level planning and technical support to the Air National Guard ( ANG ) locations, and the National Guard Bureau ( NGB ). These positions have hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland. Relocation expenses are not available. It will require travel to other military installations and locations as needed.

Under the direction of an NGB /A4AD Program Manager within the Asset Management Division, the successful candidates will provide installation planning and programming support for ANG locations as assigned. This support will include, but is not limited to, installation planning and programming support, coordinating installation facility table-top discussions, presentations, and site surveys, and partnering with NEPA staff in the execution of other planning activities.

The Installation Planners will provide civil engineering technical programming support expertise to achieve the long-range goals of Installation Development Plans ( IDP ) and to support ANG installations with Facilities Sustainment, Restoration and Modernization ( SRM ), and military construction ( MILCON ) project planning and programming support. Specific tasks may include, but are not limited to,

  • Conducting a review of basing actions and NEPA documents for strategic basing programming support integration;

  • Researching Facility BUILDER Data, 920 Data, 7115 Report Data, and review AutoCAD files to validate basing, unit, and facility assumptions;

  • Review project requirements and develop planning, programming support, and execution strategies/packages as well as budget justification packages;

  • Review and provide interpretation and application of new statutory and regulatory requirements;

  • Collect, organize, and compile data in database systems (e.g., 920) according to ANG standards;

  • Develop and update ANG planning and programming support metric data and schedules defining programmatic execution, resource allocation, trends, and way-ahead strategies; and

  • Develop land-use constraint maps and compile necessary information for decision-makers.

The successful candidates will have detailed working knowledge of the ANG and NGB corporate structures and the ability to provide a wide range of program support outside of the tasks mentioned above. They will also have a thorough understanding of the planning, programming support, design, and construction activities supporting long-term facility or installation management. Strong coordination and communication skills are critical to success in this position.

Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.

Required Job Qualifications

  • Bachelor’s Degree.

  • At least 5 years’ detailed experience with planning, programming support, design, or construction projects related to the DoD mission.

  • Proficiency with AutoCAD, ArcGIS, Microsoft Office Suite, and Adobe Acrobat.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the start date.

  • The successful candidate must be legally authorized to work in the U.S. by the proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Master’s Degree.

  • Registered as a Professional Engineer (P.E.).

  • At least 10 years’ detailed experience with planning, programming support, design, or construction projects for the US Air Force and/or Air National Guard.

  • At least 5 years’ experience at HQ/Command levels, bringing resolution and assistance to highly complex problems.

  • Experience as a Military Officer up to Field Grade Level, or Senior Non-Commissioned Officer who has supported Civil Engineering projects for the Air Force or Air National Guard.

  • Experience at or above the GS-12 equivalent.

  • Project management and/or process management certification (e.g., PMP , Learn Six Sigma, etc.)
